Yesterday I received a mail from someone who says she has her hands in
a terrorist attack and has requested me to forward this mail to others
and the same request to them and with every mail sent, the original
sender (to me) will get a fixed 1 cent or so per mail. Is it true? Do
they really get money? Or a hoax? Or a marketing gimmick by the email
service provider?

Don't do it. If you ever read something containing the words
"terrorist" and "attack" you report it to the government ASAP.
